BIS certification under the BIS Act is mandatory for products in the compulsory certification list (about 400+ product categories). These include: electrical equipment (wires, switches, LED lamps, fans, ACs), electronics (mobile phones, laptops, TVs), food contact materials (pressure cookers, utensils), helmets, cement, steel, and medical devices. For GeM specifically, the platform flags products requiring BIS at the catalogue creation stage — if your product is in a mandatory category without BIS, you cannot list it. BIS voluntary certification (ISI mark) is available for additional credibility.

Both manufacturers and authorised resellers can sell on GeM, but with important distinctions: GeM Purchase Preference Policy gives preference to local manufacturers (Make in India, minimum local content) in tenders. Resellers must have OEM/brand authorisation letters for the specific products they list. Resellers cannot claim MSME manufacturer preference — only MSMEs that manufacture (with local content) qualify. Manufacturer status offers better preference and reduces compliance burden. If you are currently a reseller of products you could manufacture, GeM preference policy creates an incentive to start manufacturing.
